Why permitting worries people

Of everything in an ADU project, permitting is the part homeowners ask about most. That is reasonable. It is the stage with the least visible progress and the most unfamiliar vocabulary, and it is the one part of the schedule nobody fully controls.

It is also the part where a project can quietly sit for months because a correction letter went to an email nobody checks.

Ventura County is not one process

An ADU in Ventura, Oxnard, Camarillo, Thousand Oaks or unincorporated Ventura County may not follow exactly the same local procedure. A few real examples of how they differ:

  • Thousand Oaks takes ADU submittals through a digital-only portal and works to a ministerial review target for complete applications.
  • Oxnard updated its ADU ordinance in January 2026, and properties in the Coastal Zone need a Coastal Development Permit on top of the building permit.
  • Camarillo requires a solar electric system on new detached ADUs.
  • Unincorporated county parcels go through the Resource Management Agency, and many of them involve septic review rather than a sewer connection.

How long do ADU permits take?

There is no responsible one-size-fits-all answer, and you should be a little suspicious of anyone who gives you one.

Review time depends on the jurisdiction, how complete the submitted plans are, the project itself, and whether corrections or additional approvals are required. A clean submittal on a simple conversion in a city with a fast intake behaves nothing like a detached unit on a sloped septic parcel in a fire overlay.

What we can do is give you a realistic timeline once we know your address and your project, and tell you which parts of it are inside our control and which are not.

Permitting is the part of the calendar to start early. Everything else can be compressed. This generally cannot.

We prepare the plans and supporting documents, submit them to the right agencies, track the review, respond to plan check comments, coordinate the consultants a correction may require, and keep pushing the file toward approval. Then we carry the same project into construction and through final inspection.

ADU Permit Questions

Can I pull the permit myself as an owner-builder?

California allows owner-builder permits in certain situations, and some homeowners do it. It also makes you responsible for the work, the code compliance, the inspections and the liability. For a six-figure project most homeowners are better served by a licensed contractor carrying the permit.

What does an ADU permit cost in Ventura County?

Permit and plan check fees vary by jurisdiction and are usually based on the valuation of the work. Beyond the building permit there can be school fees, utility connection charges and other agency fees. Note that an ADU with 750 square feet of interior livable space or less is generally exempt from certain local agency, special district and water corporation impact fees.

What happens if the plans get corrections?

It is normal, not a failure. The plan checker lists what needs to change, we revise the drawings, and we resubmit. Some projects clear on the first round and some take two or three.

Do I need a survey?

Sometimes. A survey establishes exactly where your property lines, easements and utilities sit. Whether one is required depends on the jurisdiction, the parcel and how close the proposed unit sits to a boundary.
