A garage conversion can turn existing space into a legal ADU with living space, a kitchen, bathroom and sleeping area, if the property and existing structure meet the applicable requirements.
Because the walls, roof and foundation may already exist, a garage conversion can be less expensive than building a completely new detached ADU. There is also a rule that works in your favor: conversions of legally established structures are generally exempt from the setback standards that apply to new construction, which can make a conversion possible on a lot where a new detached building would not fit.
But not every garage is a good candidate.

The parts that usually decide it
The slab. Garage slabs are often thinner than a dwelling requires, sometimes sloped to drain toward the door, and occasionally cracked. Sometimes it can be worked with. Sometimes it has to come out, and that changes the budget significantly.
Ceiling height. A dwelling needs habitable ceiling height. Once you add a finished floor assembly and insulation under the roof, a garage that measured fine when empty can end up short.
The sewer run. A detached garage at the back of a deep lot may be a long way from the lateral. That trench is real money and it is the item most often left out of the cheap quote you got somewhere else.
Parking. Converting a garage removes covered parking. Whether that is allowed, and whether replacement parking is required, depends on your jurisdiction and on exemptions such as proximity to transit.
Don't guess. Have the garage evaluated first. A one-hour look at the structure is cheaper than a design built on an assumption.
Attached and detached garages
Both can work. A conversion of an attached garage often becomes an attached ADU, sharing a wall with the house but with its own entrance. A detached garage usually becomes a detached unit, which tends to give the occupants more privacy and is often what families want when a parent is moving in.

Is a garage conversion cheaper than a new detached ADU?
Usually, because the foundation, walls and roof may already exist. Planning ranges for a conversion in Ventura County typically run from about $100,000 to $220,000 or more, against roughly $150,000 to $450,000 or more for detached construction depending on size. These are planning ranges, not quotes, and site conditions move them.
Do I lose my garage parking?
Yes, the covered parking goes away. Whether replacement parking is required depends on your jurisdiction and on exemptions, including proximity to public transit. We check this for your address early, because it can change the whole plan.
Can I convert only part of the garage?
Sometimes. Partial conversions that keep some storage or a single parking bay are possible on the right footprint, though they can complicate the layout and the fire separation.
My garage was built without permits. Does that matter?
It can matter a great deal. An unpermitted structure may need to be legalized, brought up to standard, or in some cases removed. It is one of the first things we look into, because it changes the whole approach.
