The 2026 ordinance, and the Coastal Zone

The City of Oxnard updated its ADU ordinance in January 2026 to reflect state law changes, and it is the ordinance in effect now. A few points that matter for planning:

  • Size. ADUs range from an efficiency unit up to 1,200 square feet, with permanent provisions for living, sleeping, eating, cooking and sanitation on the same parcel.
  • Setbacks. New detached ADUs generally maintain at least four feet from the rear and side property lines. Units created by converting existing permitted space, such as a garage or basement, may have no setback requirement.
  • Zoning clearance. Oxnard does not require a separate zoning clearance from the Current Planning Division for ADU projects, which removes one step compared with some jurisdictions.
  • Building permit. Required for all ADU projects.

If the property is in the Coastal Zone

Properties inside Oxnard's Coastal Overlay Zone need a Coastal Development Permit in addition to the standard building permit. That means compliance with both the local ordinance and California Coastal Commission standards, and it adds real time to the schedule, commonly a matter of months rather than weeks.

This is not a reason to abandon a coastal ADU. It is a reason to start the process earlier than you would inland, and to budget the calendar honestly from the beginning.
