If your property is not inside a city, your ADU goes through the county's Resource Management Agency, and the questions are different from a city project in ways that matter to the budget.

A large share of Ventura County's residents live outside any city limit. Oak View, Casitas Springs, Meiners Oaks, Mira Monte, Somis, Piru, Santa Rosa Valley, Saticoy, Nyeland Acres, El Rio and the agricultural areas around them are all unincorporated.

If that is you, the first thing to know is that a city ADU guide will mislead you. Different agency, different ordinance, different departments and usually a different set of site constraints.

How county ADU projects differ

  • Resource Management Agency. The county regulates ADUs in all unincorporated areas through its ADU and JADU ordinance, administered by the RMA. Planning, Building and Safety and Environmental Health can all be involved in a single project.
  • Coastal and non-coastal. The county maintains separate ordinance provisions for coastal and non-coastal areas. Coastal parcels carry additional review.
  • Septic. Environmental Health is the authority for onsite wastewater treatment systems in unincorporated Ventura County. A second dwelling means the existing system is assessed for the added load, and poor percolation can mean an engineered system.
  • Wells and water. Some parcels are on private wells, some on district service. Groundwater sustainability planning affects well permitting in parts of the county, so this is a question to answer early rather than assume.
  • Fire hazard. Large parts of the unincorporated county sit in elevated fire hazard severity zones, which brings ignition-resistant construction requirements and defensible space obligations.
  • Agricultural zoning. Parcels zoned for agriculture have their own considerations, and what is permitted on them is not the same as in a residential zone.

The two questions we ask first

Where does the wastewater go? Sewer, existing septic, or a new system. This single answer moves county budgets more than anything else.

What is the fire hazard designation? Because it determines construction requirements that are far cheaper to design in than to add later.

County parcels tend to have more space and fewer neighbors, which is exactly why people want to build on them. They also tend to have more site engineering. Both things are true, and an honest budget accounts for the second.

Who permits an ADU in unincorporated Ventura County?

The Ventura County Resource Management Agency. Planning, Building and Safety, and Environmental Health can all be involved, and on some parcels Fire as well. It is a different process from any of the cities.

Can I build an ADU if my property is on septic?

Frequently yes. The existing onsite wastewater treatment system has to be evaluated for the additional load from a second dwelling, and where soils percolate poorly an engineered alternative system may be needed. Environmental Health is the authority for these systems in the unincorporated county.

Does agricultural zoning stop an ADU?

Not automatically, but agriculturally zoned parcels have their own considerations and the standards differ from residential zones. It is worth confirming for your specific parcel before doing any design work.

Is county review slower than a city?

Generally it takes longer, because more departments are involved and because septic, fire and site review add steps. We give you a realistic calendar for your parcel and jurisdiction rather than a generic number.

What about wells?

Some unincorporated parcels rely on private wells. Groundwater sustainability planning affects well permitting in parts of the county, so if your water comes from a well this needs checking early rather than assuming.
