Oxnard ADU Permits: A Homeowner's Guide

Every ADU project in Oxnard needs a building permit. The city does not require a separate zoning clearance from Current Planning. If the property sits in Oxnard's designated Coastal Zone, a Coastal Development Permit is also required, and that adds meaningful time to the schedule.

The 2026 ordinance

  • ADUs range from an efficiency unit up to 1,200 square feet, with permanent provisions for living, sleeping, eating, cooking and sanitation.
  • New detached ADUs generally maintain at least four feet of setback from rear and side property lines.
  • ADUs created by converting existing permitted space, such as a garage or basement, may have zero setback requirement.
  • A building permit is required for all ADU projects.
  • No separate zoning clearance from the Current Planning Division is required.

The Coastal Zone step

Properties within the Coastal Overlay Zone require a Coastal Development Permit alongside the building permit, satisfying both the local ordinance and California Coastal Commission standards.

The Coastal Development Permit is not a reason to abandon a coastal ADU. It is a reason to start earlier and to budget the calendar honestly.
