Ventura ADU Permit Process: What Homeowners Need to Know
An ADU in the City of Ventura is reviewed by Community Development against zoning and building code. You submit a complete plan set, the city returns corrections, you revise and resubmit, and once every department signs off the permit is issued and construction can begin.

City of Ventura standards that shape the plan set
- A new detached ADU generally needs at least four feet from side and rear property lines, and must maintain the front yard setback for the zone.
- A minimum ten-foot separation is required between the ADU and the main residence or other structures.
- Up to 16 feet in height for a detached unit on a single-family lot, up to 25 feet where attached.
- Setbacks generally do not apply when converting an existing accessory structure such as a garage.
- The city publishes standard ADU plans that can serve as a starting point.
Corrections are normal
Plans rarely clear on the first pass, and a correction letter is not a rejection. What makes the difference is how complete the original submittal was. A package that anticipates the questions moves faster than one that waits to be asked.
How long does it take?
There is no responsible single answer. Review time depends on the jurisdiction, how complete the plans are, the project itself and whether additional approvals are required.
